Cheri Tyner is the acting acquisition management officer for the U.S. Immigration and Customs Enforcement (ICE), Department of Homeland Security (DHS), Washington, D.C.
She brings to this position over 30 years of federal acquisition experience which includes over 13 years of leadership experience in procurement operations. Ms. Tyner began her professional acquisition career with the Department of the Navy where she served as a Contract Specialist at various commands across the country.
Ms. Tyner left the Department of the Navy in 1989 to work for the U.S. Coast Guard where she was responsible for a major high priority project to re-open and make operational the Vessel-Traffic Service for the New York harbor area â€' a congressional mandate.
She also served 8 years with the then U.S. Customs Service as a Contracting Officer managing a variety of commodities including Vessel Maintenance, Landscape and Guard Services and Information Technology.
Her leadership positions include Director, Intelligence Operations Acquisition Division and Associate Director, Information Technology Acquisition Center in the Office of Procurement Operations at DHS Office of the Secretary; Director, Office of Modernization Acquisition and Chief of the Modernization Acquisition Branch at the Internal Revenue Service (IRS); and Procurement Section Head at the National Science Foundation.
One of her notable leadership roles was as a senior manager with the IRS, where she led the Business Systems Modernization acquisition program, one of largest and most complex information technology modernization efforts to be awarded in government with an estimated value of $10 billion.
Ms. Tyner was selected in 2010 to attend the Industrial College of the Armed Forces, a Department of Defense Senior Service School under the National Defense University where she earned a Master of Science degree in National Resource Strategy.
She is also a Senior Acquisition Fellow with the Council for Excellence in Government and holds a Master of Public Administration degree in Procurement and Public Contracting from the University of Maryland.
In her personal time Ms. Tyner enjoys interior design, photography, exercising/fitness and mentoring young adults interested in the acquisition field.
