Charlotte Hymas

Charlotte Hyams Porter serves as the Director of the Office of the National Advisory Council (NAC) at the Federal Emergency Management Agency (FEMA) Headquarters in Washington, DC, where she provides strategic direction and guidance to the NAC on emergency management policies and programs.

Prior to this position, Ms. Porter served as the Senior Advisor to the Director of Intergovernmental Affairs where she coordinated Agency engagement with state, local, tribal, and territorial stakeholders and the nonprofit organizations that represent them. In this role, Ms. Porter established relationships with elected and appointed officials and constituency groups, facilitating dialogue on emerging issues, providing technical assistance, and communicating critical information to this audience.
