Chief Master Sergeant Frances Lynne Shell is the Command Chief Master Sergeant for the Air Force Office of Special Investigations, Andrews AFB, MD. She serves as the advisor to the commander on utilization, management, training and quality of life issues impacting the command's 1650 enlisted special agents and support personnel. She establishes and maintains liaison between the commander and the enlisted force assigned to 190 locations worldwide. As a spokesperson for the commander's, she ensures the commander's policies and philosophy are known and understood by the enlisted force.
She communicates with field commanders on problems of the enlisted force and is tasked to identify and assess factors impacting morale and well being of the force. She provides the commander with recommendations to resolve problems. She is also responsible for monitoring compliance with AF standards of conduct and performance.
Chief Master Sergeant Shell hails from Meridian, Mississippi but calls Chattanooga, TN home. In October 1975, she enlisted in the United States Air Force and was assigned to Misawa Air Force Base, Japan, as a security police officer. She completed tours at Hellenikon AFB, Greece and Nellis AFB, NV serving as a security police investigator on both tours. In 1983, she graduated from the United States Air Force Special Investigations Academy at Bolling AFB, DC. Since joining AFOSI she has served as superintendent at a large detachment, special agent in charge, region superintendent, headquarters staff officer and as the Chief of MAJCOM Enlisted Assignments. She assumed her current position in April 28, 2002.
She received a BS in Criminal Justice from the University of Maryland, University College, College Park, MD.
