

Tracy Montgomery is a third generation Native of Phoenix, and a second generation law enforcement officer. She has been a member of the Phoenix Police Department for over 25 years and has held positions as a patrol officer, walking beat officer, undercover narcotics detective, and as a training officer at the Phoenix Regional Police Academy. As a supervisor she worked in patrol, supervised a tactical response unit specializing in civil disturbance management and interim tactical scene support, held several administrative positions and worked in the Phoenix Police Department’s Forensic Crime Laboratory. Her expertise includes recognition as a subject matter expert in police defensive tactics and non-lethal force.
As a Police Commander, Tracy held assignments as the Duty Commander, charged with oversight of all police services provided during non-business hours, as Commander of the Airport Bureau, charged with providing police services at Sky Harbor International Airport, and as the Precinct Commander of Cactus Park Precinct providing patrol services to the second largest precinct area in the city, supervising over 300 employees, covering 129 square miles, and 281,000 community members. As the highest ranking woman on the Phoenix Police Department, Tracy was promoted to the rank of Assistant Police Chief on July 31, 2006, and was assigned the Technical Services Division, consisting of the Crime Lab, Communications Bureau, Records and Information Bureau, Property Management Bureau and the Information Technology Bureau. In July of 2009 Chief Montgomery was assigned to the Homeland Security Division with oversight of the Airport Bureau, Major Offender Bureau, Homeland Defense Bureau, Traffic and Downtown Operations Bureau, Communications Bureau (9-1-1 and Dispatch) and the Police Transit Bureau. In addition Chief Montgomery is the Incident Commander in charge of the Phoenix Regional All Hazards Incident Management Team (AHIMT), a Type 2 incident management team. She also sits as the Executive Chair of the Arizona Counter Terrorism and Information Center (ACTIC) steering committee and is the Chair of the police department’s Use of Force Review Board comprised of Phoenix citizens and police employees.
Chief Montgomery received her Bachelor of Arts Degree in Business Administration from the University of Phoenix and her Masters Degree in Education with an emphasis in Counseling and Human Relations from Northern Arizona University, and is currently working on a second Masters Degree in Homeland Security from the Naval Post Graduate School. She is a graduate of the FBI National Academy at Quantico Marine Base, Virginia, was a 2003 Community Fellow with Arizona State University’s Morrison Institute for Public Policy, and was named by the Business Journal as one of 2004’s “40 Under 40” most promising Valley professionals. Tracy is a graduate of Valley Leadership Class XXV, and is still involved with the Valley Leadership organization. Tracy is also an adjunct professor in the Law Enforcement Management Bachelor of Science Program at Arizona State University. In 2005, Governor Janet Napolitano appointed Chief Montgomery to the Public Safety Communications Advisory Commission of Arizona, charged with expanding radio interoperability throughout the State.
Chief Montgomery commands the Police Department’s Honor Guard and is a member of Charter 100, the National Association of Women Law Enforcement Executives (NAWLEE), the International Association of Chiefs of Police (IACP), Arizona Women in Police Association (AWIPA), Equality Arizona, and the International Association of FBI Academy Graduates. She volunteers for 1n10, an organization that mentors GLBTQ youth and is active with the Arizona office of the Anti-Defamation League.
